Community Coordinator (Maternity Cover) for Bayanzurkh

The purpose of this position is to act as a catalyst and partnership broker, while also building the capacity of local partners. This role coordinates the emergence and strengthening of community-led initiatives aimed at improving and sustaining the well-being of children and their families. The Community Coordinator works within communities to enable mutual transformation in the lives of children, families, supporters, partners, and WV staff.  To ensure program quality, the Community Coordinator will engage in effective planning, implementation, and monitoring alongside communities and partners. Additionally, he or she will apply Sponsorship in Programming principles to integrate sponsorship processes with community efforts, focusing on i) caring for and protecting children; and ii) enhancing children’s participation, so that registered children can actively participate and benefit from programme activities.   30% Ensure program quality through effective planning, implementation and monitoring with communities and partners a.         Focus on creating annual Area Program plans within the stipulated timeline and ensure proper budget utilization following WV policies, standards, and procedures, and follow Critical Paths of WV’s Development Program Approach (DPA) b.        Ensure all RCs are informed of major planned activities in the Area Program (AP) that they can participate in and benefit from.   Include all RCs in age-appropriate program activities (TP/CESP), according to established standards, to contribute to their overall development. c.         Regularly update the Most Vulnerable Children (MVC) mapping and maintain a clear focus on target MVC markers to track improvements in MVC well-being. Use this tracking to adapt strategies and enhance the achievement of MVC targets for both RC and non-RC. d.        Address vulnerability and gender-based issues by mainstreaming Christian commitment, child protection, environmental considerations, and conflict resolution within WV initiatives in their assigned communities. e.        Conduct a Program Quality self-review with stakeholders, the community, and the Area Program team to ensure that lessons learned are integrated into future planning and implementation, and assess how our programs contribute to child well-being. f.          Collect monitoring data with community members/volunteers and partners collaboratively and systematically, and conduct continuous analysis of project impact and sustainability indicators to inform realistic program adjustments at both AP and national levels. g.         Lead and coordinate local advocacy initiatives in alignment with World Vision Mongolia’s strategic priorities—ensuring the integration of child protection, sanitation, ENOUGH campaign goals, and climate resilience into programming, and catalysing policy shifts across sectors. h.        Document and submit progress, learning, challenges, and significant change stories gathered through community reflection in monthly, semi-annual, and annual reports to relevant management and donors. 25% Sponsorship Management and Coordination: a.         Manages the alignment of Child Sponsorship programming with Global Centre’s and Support offices' new strategic initiatives, including the Sponsorship Foundational Program (SFP), by integrating core elements such as child well-being, Adaptive Program Approach, Sponsorship initiatives (SI), child protection, and participation into Area Program operations and planning b.        Collaborate with the AP team to ensure Child Sponsorship supports local care and child protection efforts. Establish child selection and monitoring through the local Child Well-being Committee, which is linked to child protection. This includes: Child selection: Develop child community selection criteria for the sponsorship programme, ensuring community participation in the selection processes and that mandated documentation is complete. ·        Child Monitoring Standard (CMS): Support child monitoring processes to ensure compliance with Child Monitoring Standards. ·        Case management and Follow-up: Regularly review and update SSUI Child-Wellbeing data and take appropriate follow-up actions. Ensure adherence to reporting and follow-up protocols for child death, illness, and accident/protection cases. c.         Sponsor-Child Communications: Ensure the effective management of sponsor-child communications and deliver sponsorship features (IL, SL, GN, EL, APR, CEW, CC, Queries, FL, BB, Sponsorship 2.0 content, and sponsor queries), meet quality and within sponsorship standards. ü  Sponsor visits: Plan and facilitate sponsor visits, ensuring that visiting sponsors receive proper attention and have a positive experience while adhering to required protocols and guidelines. d.        Sponsorship Integration: Provide subject matter expertise and technical support for Sponsorship in Programming to ensure that Child Sponsorship is integrated within AP Annual Plans and TP and CESP activities. Annually review the quality of Sponsorship in Programming using the SiP Reflection tool. Ensure that communities, families, and children understand child sponsorship as a means of transformation. e.        Systems Maintenance and Functionality: Collaborate with WVIT and NO IT to maintain and update sponsorship systems, ensuring that SSUI, child data, sponsorship systems, and Horizon mobiles are regularly updated according to WVIT protocols and function effectively in the field. Verify the functionality of all Sponsorship Business Systems, including the data flow between AP, NO, and SOs, and address any data discrepancies.   f.          Storage, Filing and Security Compliance: Ensure the storage and safekeeping of child data, sponsor addresses, sponsorship documents, and files comply with child protection policies, standards, and procedures. Maintain the security of Sponsorship data, system resources, and sponsor addresses.   10% Engaging and visioning with communities a.         Communicate clearly about World Vision (WV)'s identity, mission, vision, values, and our approach to development, including child sponsorship as part of a broader community engagement process. b.        Develop and maintain a deep understanding of the local context, including government perspectives and plans, while ensuring that all voices are heard, particularly those of children, youth, and the most vulnerable populations. c.         Foster awareness within the community regarding the well-being of children and other vulnerable groups and ensure their participation in community development processes. d.        Facilitate strong working relationships among local stakeholder groups and between local partners and external organizations, while identifying key priorities for child well-being. e.        Mobilize and support the creation, strengthening, and mobilization of community groups and key stakeholders to catalyze community engagement and improve child well-being. f.          Systematically manage and use monitoring data—facilitating learning, sharing results, and refining action plans with stakeholders to improve programming. 10% Capacity building of partners and the community a.        Build close relationships and actively learn within partner communities, through home visits, immersion in communities, and with host families, attend community social events, etc. b.        Work with stakeholders in a range of different development relationships towards the well-being of children in the communities c.        Facilitate the formation and ongoing capacity building of new and existing partners for holistic, sustainable development d.        Undertake social networks analysis to understand the functions various stakeholders fulfil, power dynamics, potential for partnership, and capacity building needs. e.        Train and coach partner local groups on appropriate skills and self-assessment methods to build their capacity for management of local initiatives.   10% Resource acquisition and knowledge management   a.         Create a long-term and short-term project idea pool through regular brainstorming and focused reflections at the AP level b.         Collaborate/support with the relevant team to share local needs/project ideas that promote the well-being of the most vulnerable children in both target and non-target areas. c.          Support local fundraising initiatives such as M2M, corporate engagement, and one-time events at both local and national levels. d.         Ensure corporate and other private donor engagement e.         Develop, document, and share best practices, lessons learnt, and scale-up ideas at the national level 10% Stewardship & accountability a.         Enhance the effective and efficient use of resources while upholding high standards of stewardship and accountability b.         Ensure program accountability and sustainability drivers are integrated throughout program implementation c.         Engage in continuous learning in work situations & reflect on its impact on performance d.         Always act following WV policies and protocols, including those related to child protection and safeguarding. e.         Monitor monthly spending to take timely actions and make necessary adjustments. f.           Ensure all expenses remain within the approved budget. 5% Other   a)         Participates in devotions and weekly chapel services, fostering the spiritual growth of the team. b)        Actively participate in relevant capacity-building initiatives (online or in-person) and spiritual development activities such as devotions and chapels.   c)         Perform other duties as assigned by the Area program Manager to support the overall mission and effectiveness of World Vision Mongolia 

Supply Chain Specialist

To effectively support the Supply Chain function in line with World Vision’s procedures in order to support timely implementation of World Vision Programs/Projects that will have the greatest impact on process improvement, simplification, standardization and cost containment thus ensuring the achievement of the Child Well Being Outcomes.   To manage the sourcing and negotiation with suppliers in an effective and professional manner that meets the requirements of WVIM and increase program efficiency, quality and ethical standards. All contracts are reviewed and the qualities of goods delivered to the customers are validated.   To support to line manager about his/her decision making and departments to procure right goods, works and service at the right price with efficiency manner.     10% Business Requirements 1. Participate in developing Functional Strategy through understanding and capturing stakeholders’ needs. 2. Translate the strategy into Annual Business Plans with the guidance of Manager. 3. Understand the business requirements of stakeholders and apply in the day to day work. 10% Planning 1. Establish and communicate priorities based on customer needs.  Contribute to cross-functional planning activities.   2. Engage with Partners / Sub-Grantees in procurement planning process. 3. Advise on, and participate in development of procurement plan and sourcing strategy 4. Develop sources of competitive advantage to ensure that the supply chain management function supports the achievement of the organization's source of competitive advantage. 5. Advise on the Country planning process guidelines to communicate with the Operations Teams 6. Engage in development of proposals of Grant project / PNS 5% Strategic Sourcing 1. Execute the Market Assessment and Supplier Pre-Qualification process as per the set guidelines based on the set guidelines for the assigned categories. 2. Manage the RFQ/RFP/RFI process including baselines & price survey methodologies as per the approved framework for the assigned categories. 3. Lead negotiations for the assigned categories and guide negotiation strategies for the categories assigned to Specialists. 4. Supervise / Execute the Sourcing events and Assistance work relating to sourcing. 5. Review / Preparation of Procurement Committee submission documents to ensure their comprehensiveness to allow an informed decision-making process. 6. Analyse and ensure that Partners' / Sub-Grantees' market assessment process, supplier pre-qualification process, RFQ/P and evaluation process, meets WV / Donor requirements, and capture any gaps identified in the capacity development plans / exemption approvals. 7. Facilitate Purchasing / Procurement Committee meetings and ensure that proper documentation is maintained. 10% Supplier Contract and Relationship Management 1. Draft supplier contracts for those categories where the vetted global standard contract format is not applicable, and reviews supplier recommended changes, and get approvals according to the guideline. 2. Accurately complete the master data management form (or contract/supplier register) 3. Ensure that contractual conditions and performance indicators are understood by the suppliers. 4. Monitor and complete contract close-out, extension or renewal, as appropriate for the assigned commodities. 5. Identify & resolve or escalate contract-related issues both internally and externally, and propose improvements to the contracting process. 6. Develop / Analyse supplier Key Performance Indicators based on guidelines / category, monitoring process, customer feedback information & other sources and coordinate with supplier for improvement. 20% Procurement Execution 1. Receive incoming Purchase Requisitions (Pending Buyer Action), verify specifications are clear, conduct sourcing event if required items are not already on contract, update the PR with actual supplier record and release PR for approval. 2. Manage PO Change requests coordinating with Requesters, Budget Owners and Suppliers 3. Ensure required documentation for PO is attached the Provision system according to the guideline, WVI policies and donor regulations   4. Review / Preparation of Procurement Committee submission documents to ensure their comprehensiveness to allow an informed decision-making process. 10% Data Management, Analysis and Reporting 1. Monitor performance of key indicators, conduct root cause analysis of low performing areas in assigned categories and develop and implement plans to improve those indicators 2. Conduct cost price analysis to formulate negotiation plans. 3. Analyse industry trends and market competitions to develop business improvement initiatives. 4. Collect and analyse organization-wide data to support decision-making 5. Conduct spend analysis to support strategic sourcing activities, and Supplier Relationship Management 10% Process, Procedure and Policy 1. Conduct all supply chain related tasks as per the approved procurement policies, processes, guidelines and donor regulations. 2. Advice management regarding any challenge / risks / impractical guidelines. 3. Collect customer feedback relating to the policies, processes and guidelines, and report to Supervisor for improvements or change. 5% Systems Development and Implementation 1. Prepare reports for management 2. Prepare general and detailed guidelines for the required systems 3. Analyse data which can be used to improve the systems development 10% Control and Compliance 1.  Conduct supplier pre-qualification for all new-suppliers and maintain records. 2. Develop risk identification & assessment tools, registers and other tools and assess SCM related risks. 3. Develop / Maintain proper filing and record keeping process for supply chain activities and ensure procurement audit trail is always available. 4. Escalate any form of breach of controls, frauds, non-compliance, misappropriation of WV funds and assets related to SCM identified during the monitoring process. 5. Implementation of agreed audit recommendations in the procurement process as per the guidance given by the HoD. 6. Review Partners / Sub-Grantees, internal control system in the procurement process to identify any gaps, document them under assessment reports, and capture under capacity building plans. 7. Periodically monitor the progress on implementation of recommendations and update the management of all parties. 8. Monitor adherence to control measures and compliance with WV supply chain policies and guidelines.   5% Leadership and Coaching 1. Support to peers to their performance through performance reviews, frequent conversations and other method as appropriate. 2. Ensure that stakeholders understand Procurement Policies, Processes, and Systems 3. Participate departmental meetings to review status of tasks and update direct supervisor on the progress of the departments’ functions. 5% Training and Capacity Building 1) Coordinate, participate in, and/or train staff from Supply Chain Staff and other WVI Departments on WVI Procurement Policies, Processes, and Systems 2) Conduct Partners' / Sub-Grantees' capacity assessment and capacity building plans as per set framework / guidelines. 3) Train the Partners / Sub-Grantees / Customers based on the approved capacity building plan, monitor progress. Coordinate with internal stakeholders in monitoring the progress and submit progress reports to the management.
